An abandoned pool shell left intact under fill is a structural liability. The shell can collapse inward, the surrounding deck can settle into the resulting void, and the surface above can drop years later. That is why the shell itself has to be addressed rather than simply covered.

There are two accepted approaches and which one applies depends on local requirements and on what is going to be built above. Full removal takes the shell out entirely. Perforation leaves the shell in place but breaches it comprehensively and fills it with compacted material, so no significant void remains.

Full removal versus perforation

Full removal means breaking up and hauling away the shell, which produces a large volume of concrete and leaves a clean excavation that can be filled and built on without restriction. Perforation means breaking drainage holes through the shell floor and walls, removing the top portion, and filling with compacted material. Perforation is less expensive, but it is not appropriate where a structure will bear on the filled area.

What comes out besides the shell

The pool is only part of it. Surrounding decking, the equipment pad, the pump and filter, the heater, any screen enclosure, slide or diving board, and the plumbing runs back to the equipment location all have to be removed. Fencing often has to be handled as well. Those elements frequently account for more of the removal volume than the pool shell itself.

Backfill and compaction

The fill has to be placed in layers and compacted as it goes, not dumped in one pass. Uncompacted fill settles over the following seasons, which shows up as a depression in the lawn or, worse, as movement beneath anything built on top. Where the area will carry a structure, the compaction standard is higher and may need verification.
